1.  Director of Finance

EFFECTIVE DATE:          August 1, 2018 

POSITION TITLE:           Director of Finance

POSITION STATUS:       Exempt Full-time

SUPERVISOR:                Executive Director 

PURPOSE OF POSITION:  Assure timely, accurate and transparent accounting, handling and reporting of all Council financial and fund activities in accordance with generally accepted accounting principles (GAAP).

JOB RESPONSIBILITIES:

  • Provide accurate, concise and complete financial reports and recommendations to the Board of Directors and/or the Executive Committee on a monthly basis. Identify, analyze and explain significant financial variances when necessary.
  • Serve as a member and advisor to the Finance/Audit/Investment Committee.
  • Assist in contract management with HPNAP, FEMA, Broome County Jail, UHS, et al. and process monthly reimbursement paperwork and/or generate invoices to ensure payment is in compliance with contract terms.
  • Work closely with Executive Director and Program Directors to forecast and develop a proposed budget to present to the Finance/Budget committee for review and analyzing.
  • Maintain banking relations and monitor investment fund activity. Project and maintain cash flow to meet all Council monetary obligations. Execute financial documents on behalf of the Council.
  • Develop reports and queries necessary for Directors to efficiently manage their programs and further Development efforts.
  • Supervise Receptionist/Secretary to ensure front desk staff represents the Council in a professional manner at all times. Ensure someone is scheduled to work at the front desk during Council’s business hours. Work with receptionist and Dev. Director to ensure that all acknowledgement letters are mailed to constituents in a timely manner.
  • Supervise Web/Computer Specialist and oversee all Financial Edge and Raiser’s Edge activities to ensure the integrity of the databases. Oversee continual maintenance of databases to ensure that the Council has accurate and up to date information on all constituents and volunteers. Assist with generating yearend donor tax statements.
  • Procure competitive insurance (General Liability, Property, Auto, Directors & Officers, Flood, etc.) to protect the Council’s assets and interests at all times. Work with insurance agents to ensure that accurate information is reported and proper paperwork is filed and submitted for all claims.
  • Support grant writing by providing financial reports and corporate documents requested by foundations, trusts, estates, agencies, etc.
  • Provide detailed and reconciled asset and liability accounts, fixed asset and depreciation schedules to Auditors to minimize external auditing cost to Council.
  • Verify coding of all daily contributions to ensure donor requests are being honored and post transactions to Financial Edge.
  • Streamline daily activities to maximize efficiency and minimize use of resources.
  • Ensure nightly backups are run in absence of Computer/Web Specialist.
  • Engage in approved professional development activities through continuing education and training in areas for benefit to the Council.

QUALIFICATIONS:

  • Requires a Bachelor’s Degree or higher in Accounting or related field with 5+ years of managerial accounting experience.
  • Thorough knowledge of non-profit fund accounting and all aspects of budgeting and financial analysis.
  • Excellent interpersonal and communication skills.
  • Ability to work with limited supervision and high motivation.
  • Needs to be able to work in a team environment and demonstrate flexibility, adaptability and dependability.
  • Ability to multitask, prioritize and cope with stressors and demands that are associated with the job and/or the work environment so that acceptable and defined levels of performance are maintained.

WORK SETTING:
Works in an office setting. When required, needs to be able to spend significant amounts of time in front of a computer terminal.

 

2.  Director of Human Resources & Volunteer Coordination

EFFECTIVE DATE:          August 1, 2018 

POSITION TITLE:           Director of Human Resources & Volunteer Coordination

POSITION STATUS:       Exempt, Full-Time

PROGRAM:                    General

SUPERVISOR:                Executive Director

PURPOSE OF POSITION:  Under limited supervision, manages all aspects of volunteer coordination such as the recruitment, training, placement and retention of volunteers for all programs.  Administers all areas of Human Resources including, but not limited to, staffing, employee relations, employee health and welfare benefits, safety, policies, payroll administration.

JOB RESPONSIBILITIES:

  • Develops and oversees a comprehensive volunteer program to procure and retain volunteers.
  • Establishes a system to gauge employee and volunteer satisfaction.
  • Recruits volunteers by attending outside events and reaching out to member Congregations.
  • Works closely with program directors to ascertain their volunteer needs and match with volunteers with similar interests and skill level.
  • Maintains the integrity of the volunteer database to ensure consistency of data input.
  • Establishes policies designed to support the overall mission of Broome County Council of Churches, seeking to increase retention rates and foster employee job satisfaction and high morale.
  • Maintains personnel records and ensures they are accurate and complete and that rules concerning confidentiality and retention are followed.
  • Oversees all HR activities, including verifying accuracy of payroll and employee records and ensuring that all benefits are current, competitive and up to date. Assist with employee conflicts, hiring, firing and administration of benefits as needed.
  • Develops employee training material and conducts employee and volunteer orientations.
  • Assists with all aspects of staffing including job postings on department of labor website, resume review, interviews, background and reference checks, and job offer.
  • Works with new employees to complete required new hire paperwork.  Explains to employees about direct deposit and savings options.
  • Posts all employee time, including hours worked and special pay (such as sick, personal and vacation time), as well as deductions to the payroll system.
  • Serves as a member on the Personnel Committee.
  • Acts as Board of Director contact for all Council correspondence and meetings.
  • Attends and takes minutes at all monthly Board of Director and Executive Committee meetings.
  • Other duties as assigned.

QUALIFICATIONS: 

  • Requires a Bachelor’s degree in Human Resource Management, Business Administration or related field and 2+ years of related experience.
  • Thorough knowledge of laws affecting human resources administration.
  • Needs to have good communication skills including ability to persuade others in securing cooperation and/or resolving problems.
  • Ability to handle confidential information with great sensitivity.
  • Ability to work with limited supervision and high motivation.
  • Needs to be able to work in a team environment and demonstrate flexibility, adaptability and dependability.
  • Needs to be able to cope with stressors and demands that are associated with the job and/or the work environment so that acceptable and defined levels of performance are maintained.
